Duties

You will serve as a Lead Accountant, and in this capacity, you will:

-Develop and update Finance Directives and Standard Operating Procedures (SOPs) on accounting and financial reporting operations. Assist in reviewing and monitoring accounting operations and internal controls to identify internal control deficiencies, make recommendations to correct them, and implement the corrections. Maintain the Finance intranet, which provides the Office operational information, procedures, and guidance to the agency.

-Function as a lead accountant, working with the Finance Director, finance staff, contractors, and NEA’s shared service provider to process and perform reviews of weekly, monthly, and year-end accounting transactions and accounting closing tasks.

-Work closely with the Finance Director, finance staff, and shared service provider in the preparation of the Agency Annual Financial Report, monthly Governmentwide Treasury Account Symbol (GTAS) Adjusted Trial Balance filings, and monthly, quarterly Data Act Reporting. Ensure compliance with generally accepted accounting principles, Federal regulations, and guidelines, and identify and resolve issues.

-Assist in monitoring Government Reporting and compliance guidance, (e.g., OMB Circulars A-123 and A-136) and Federal Accounting Standards Advisory Board (FASAB) updates. Assist in implementing new accounting Federal regulations, guidelines, and other requirements.

-Support the agency annual financial audit and agency internal audits by coordinating with staff and / or providing data and analysis as required by the auditor in the prepared by the client (PBC) request list.

Qualifications

In order to qualify for this position, you must meet the following:

Basic Requirement:

A. A bachelor’s or higher degree in Accounting, or a bachelor’s or higher degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”) COPIES OF TRANSCRIPTS MUST BE INCLUDED WITH YOUR APPLICATION.

B. A combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements. Specialized Experience Requirement:

You must have at least one year of specialized experience equivalent to the GS-12 level, with experience in ALL of the following duties: applying Federal accounting standards and financial management rules and regulations in accounting operations and financial management; using automated financial and accounting systems, such as Oracle Financials, to initiate recording of accounting transactions transactions and complete month, quarter and year-end close operations; performing account reconciliations, resolving discrepancies, and conducting financial analyses; and communicating and presenting work products to management by articulating issues and resolutions.
