Summary

This position is located in the Department of Administrative Services (DAS), Finance and Procurement Office (FPO), Finance and Accounting Division (FAD), Accounting Branch. The incumbent of this position will work closely with the Chief of the Accounting Branch to help support financial policy updates and provide assistance on staying in compliance with judiciary standards and requirements relating to accounting matters.

Responsibilities

Duties of this position include, but are not limited to:

  • Providing professional knowledge of and skill in applying theories, practices, methods, and techniques of accounting policy and procedures in support of financial operations and audits;
  • Assisting with researching, analyzing, and evaluating financial processes for effectiveness and efficiency with policies and audit guidelines making recommendations as needed to meet divisional strategic objectives;
  • Reviewing, comparing, and evaluating the Judiciary’s financial statements, including footnotes to financial policy and assisting in drafting or updating policy in support of the statements;
  • Reviewing and interpreting new or substantially revised policy changes issues by regulatory authorities to determine the impact on audit, accounting, and financial policy and procedures;
  • Reviewing financial policy and audit reports of Judiciary financial statements and developing corrective actions to remediate findings related to financial policy and procedures;
  • Creating, submitting, and reviewing reports from financial systems as required by senior management, financial managers, program offices, or customers;
  • Processing and monitoring accounting transactions into the financial system;
  • Performing and/or reviewing reconciliations of Standard General Ledger (SGL) accounts, analyzing abnormal balances, and recommending and/or processing corrective adjustments, including but not limited to accruals, advances, assets, budget, expenses, obligations, liabilities, payables, receivables, and travel;
  • Identifying, validating, and documenting system processing issues and submitting written summation to management;
  • Analyzing and evaluating current general accounting methods and procedures for adequacy and effectiveness; recommending changes, modifications, and improvements in operating procedures;
  • Analyzing and reconciling general ledger accounts detail transactions to ensure accuracy and integrity in the Judiciary Integrated Financial Management System (JIFMS);
  • Performing account reconciliations for SGL accounts, budgetary and proprietary accounts, of financial management data against various systems and sources, including transactions posted from interfaced travel systems, of information such as budget, human resources, inventory, procurement, and travel to identify discrepancies, delinquencies, and abnormalities and taking corrective actions where appropriate;
  • Performing trend analysis of Judiciary funds and trial balance line items;
  • Verifying systems assurance and data integrity for the central accounting system;
  • Monitoring and maintaining internally developed controls, researching and developing new tools to assist in management remediation of audit findings;
  • Developing, running, and distributing requested financial reports;
  • Routinely using automated tools such as Microsoft Office, including Access, Excel, and Word, Adobe, JIFMS, Business Analytics, Data Warehouse, and other tools in support of Finance and Accounting activities;
  • Identifying any gaps in current standard operating procedures and financial policy; developing and/or updating financial policy and/or standard operating procedure documents as needed;
  • Advising and consulting with courts on their local financial, accounting, and travel matters;
  • Providing customer service and problem-solving techniques, resolving customer requests, issues, and problems; and
  • Performing other duties as assigned.

  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.
  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience directly related to: 1) performing financial analysis; 2) applying accounting principles; and 3) utilizing financial systems, executing internal controls, and interpreting accounting policy.

    Education

    Basic Qualifications: Applicants must meet ONE of the qualification requirements (A, B, or C) as described below:

    (A) Degree in an accounting or related field such as business administration, finance, or public administration that includes or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED)

    (B) A combination of education and experience; at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge and included at least one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or a certificate as a certified public accountant or a certified internal auditor, obtained through written examination. (TRANSCRIPT REQUIRED)

    (C) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that: (a) the applicant has successfully worked at the full- performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.
