Summary
This position is located in the Finance Office composed of four divisions: Financial Management, Procurement, Budget and Business Management. The Finance Office administers financial programs for budgeting, accounting, external auditing, payroll, travel, securities and investment, and financial management reporting for appropriated (federal) and non-appropriated (donated/private) funds.

Responsibilities
The incumbent reports to the Chief Financial Officer (CFO) and serves in that position in the CFO’s absence.
The Accounting Officer (Controller) has direct responsibility for:
- Directs the general accounting and financial reporting activities of the Museum.
- Ensures proper accounting treatment in the recording of transactions and integrity of transactions posted to the general ledger through procedures that provide for appropriate reviews and approvals.
- Prepares and submit all required financial and management reporting on federal funds including the review and approval of monthly, quarterly and annual general ledger closings.
- Ensures Museum-wide compliance with applicable accounting, reporting, and financial system standards, principles and functional requirements.
- Supervise day-to-day financial operations of staff.

Applicants must meet all qualifications and time-in-grade requirements for the position by the closing date of this announcement.
EDUCATION:
A combination of education and experience that include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge and included ONE of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. (May include up to 6 hours of business law); OR
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
(3) Completed the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but does not fully satisfy the 24-semester-hour requirement and:
- Have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; and
- A panel of at least two higher level professional accountants or auditors has determined that the I have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that is normally associated with successful completion of the 4-year course of study described above.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-15 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience MUST include all of the following:
- Planning, directing, managing and evaluating financial management activities;
- Formulating, establishing and issuing guidelines, and internal controls for the financial management programs;
- Conceptualizing and developing long-range and strategic plans;
- Developing and implementing a program of financial reporting and accounting and
- Formulating and promulgating accounting policy

- Skill in utilizing the laws and regulations of the GAAP, OMB, GAO, GSA, and Inspector General’s Office and other regulatory agencies to prepare internal and external financial reports for these agencies.
- Knowledge of investment and economic concepts, theories and practices and the ability to apply them to securities and investments analysis, reconciliation, reporting, and to solve difficult financial management problems.
- Knowledge of automated accounting systems, procedures and relevant software programs to oversee and direct systems and operations involving, database and ledger maintenance and reconciliation spread sheet analysis, and reports generation for both appropriated and non-appropriated funds.
- Skill in oral communications to interact effectively with others at both the staff and board level and to provide advice, negotiate and resolve problems.
- Skill in written communication to prepare recommendations and reports.
- Knowledge of administrative management, and human relations concepts, theories, methods and practices sufficient to analyze, organize and manage accounting operations and supervise staff.
