Summary

You will serve as a Senior Accounting and Finance Leader in the Office of the Assistant Secretary of the Assistant Secretary of the Navy (Financial Management and Comptroller).

Responsibilities

  • You will serve as the senior civilian advisor for the Department of Navy (DON) on accounting, financial management and management control matters toward streamlined programs;
  • You will serve in matters related to Government Accountability Office (GAO)/Department of Defense Inspector General (DODIG), Naval Audit Service (NAVAUDSVC), Defense Finance Accounting Service (DFAS) and Treasury Department.
  • You will ensure finance and accounting operations establish consistent internal policies and procedures by developing, recommending, approving and monitoring accounting approaches and ensure that they are in compliance with accounting standards.
  • You will guide standardization efforts to improve the accuracy and reliability at a low cost while supporting the DON commitment to financial statement audit remediation.
  • You will be responsible for the DON Annual Financial Reporting under the requirement of the Federal Managers’ Financial Integrity Act and Office of Management and Budget (0MB) Circular A-136.
  • You will oversee a single source data environment to provide accurate and timely financial data to support financial reporting.
  • You will oversee operational analysis, and audit-related efforts, and provide DON oversight and control of the operations and maintenance of the accounting, finance, financial management, and financial feeder systems.
  • You will ensure compliance with statutory and regulatory requirements and mitigate risks over internal controls as it relates to financial statement compilation and reporting process.
  • You will provide advice and guidance to senior members of the DON and represent the same on special studies and efforts with DoD, other government entities, commercial, educational, and professional organizations.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to obtain and maintain a Top Secret final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

  • Knowledge in the fields of accounting, financial management, comptrollership and internal controls.
  • Knowledge of accounting and reporting systems.
  • Knowledge of the DoD planning, programming budgeting, and financial reporting systems, and management program control.
  • Experience that demonstrates the ability to manage a large complex enterprise-wide change management initiative. Demonstrates ability and skill to communicate and brief high-level audiences, conduct independent research, present logical arguments, and convey findings in a succinct and compelling manner.

    Education

    Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

    Degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
    -OR-
    Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.

    This position is in the Senior Level (SL) criteria. SL positions may include some supervisory and related managerial duties, provided that these duties occupy less than 25 percent of the incumbent’s time. SL members are independent advisors or technical experts and do not involve fundamental research and development responsibilities. SL positions are in the competitive or excepted service.
