Responsibilities

This position is located within the Department of the Interior, Bureau of Safety & Environmental Enforcement, Finance Division, Accounting Operations Branch in Sterling, VA.

At the full performance level (GS-12) the major duties of this position include but are not limited to the following:

1. Examines, audits, and processes travel documents in accordance with the Federal Travel Regulations (FTR), GSA policies, and other Federal regulations.
2. Reviews and analyzes financial reports generated by the system and determines compatibility of each with plans, prior month status, other relevant reports and the general ledger.
3. Recommends adaptation of established procedures and writes new procedures to eliminate problems or improve the operations under study.
4. Identifies problems and discrepancies, determines if adjustments or corrections are required, and takes necessary action to correct and produce reports.
5. Maintains an ongoing liaison with program managers, travel management centers, and travelers to provide travel advice and assistance.

Salary Range Information:
GS-11: $72,750 – $94,581 per year
GS-12: $87,198 – $113,362 per year
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

The Bureau of Safety & Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Relocation expenses are not authorized. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience.

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”)

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.
  • (2) Specialized Experience:

    In addition to meeting the basic education requirement, applicants must also meet one of the following for each grade level they are applying:

    GS-11
    To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) applying accounting principles, standards and procedures to identify and resolve accounting/financial problems; 2) utilizing Systems Applications and Products (SAP) ERP system to process travel financial transactions; and 3) providing counseling to employees on travel.
    -OR-
    Completed a Ph.D. or equivalent doctoral degree or 3 full years of higher-level graduate education leading to such a degree or LL.M., if related.
    -OR-
    Have a combination of specialized experience and education that totals 100% of the experience requirement.

    GS-12
    To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) applying accounting principles, standards and procedures to identify and resolve accounting/financial problems; 2) utilizing Systems Applications and Products (SAP) ERP system to process travel financial transactions; 3) providing counseling to employees on travel; and 4) analyzing, assembling and authenticating electronic financial data.

    There is no educational substitution for the GS-12 grade level.
